Following a compliant by the Defence Committee of the welded steel tubes Industry of the European Union, the European Union has announced the initiation of an anti-dumping proceeding concerning imports of welded tubes, pipes and hollow profiles of square or rectangular cross-section, of iron other than cast iron or steel other than stainless, originating in the former Yugoslav Republic of Macedonia, Russia and Turkey.

The products under investigation are welded tubes, pipes and hollow profiles of square or rectangular cross-section, of iron other than cast iron or steel other than stainless, but excluding line pipe of a kind used for oil or gas pipelines and casing and tubing of a kind used in drilling for oil or gas, currently following under CN codes 7306 61 92 and 7306 61 99. All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of the publication of the Commission’s Notice.

The allegation of dumping from Russia and Turkey is based on a comparison of the domestic price with the export price (at ex-works level) of the product under investigation when sold for export to the Union. In the absence of reliable data on domestic prices for the former Yugoslav Republic of Macedonia, the allegation of dumping is based on a comparison of a constructed normal value (manufacturing costs, selling, general and administrative costs — SG&A — and profit) with the export price (at ex-works level) of the product under investigation when sold for export to the Union.

The EU is seeking input and comments from producers and exporters: questionnaires will be circulated, legal arguments will be entertained and a hearing will occur to hear the positions of stakeholders.  Representations and submissions must be made with within 37 days of the date of publication of the Commission’s Notice, and namely 28 September 2018.
